Kumasi residents cry for action over excessive noise

speaker-horns1Residents of Emena, near the Kwame Nkrumah University of Science and Technology are calling on city authorities to save them from the deafening noise produced by an information centre mounted in the area.

Rawgist.com’s visit to the area revealed a structure fitted with four speaker horns positioned in different directions. The information centre began its broadcasts as early as 5am producing tortuous frequencies of noise.

Their broadcasts are mainly preaching, news feed and football commentary.

Information available to rawgist.com reveals residents have shown their disapproval at the noise levels through two court actions but the operator of the facility insists he has a license to operate at that high level of noise.

“Is he saying he has the license to torture us? He doesn’t even allow us a peaceful sleep. Our windows vibrate whenever they start their dawn and evening broadcasts”, one of the residents, an expatriate complained bitterly.

Another foreigner, Alfred Morgan who also complained independently about the noise to rawgist.com describing how the noise makes life unbearable for his family due to their proximity to the source. He finds it strange that Ghanaian authorities will give others the license to make excessive noise without giving residents a choice as to whether they want to listen or not.

“The sound is so loud that it’s distorted and that’s what wakes us up ubruptly early in the morning. We cannot even regulate it. The man who runs the place is so confident in his license he has refused to even tone it down”, the frustrated man complained.

Noise has many serious health implications on the citizenry. Hearing impairment, hypertension, ischemic heart disease, changes in the immune system, birth defects among several other psychological conditions result directly from continuous exposure to noise.

However, Kumasi has become a hub for noise making. A walk around the central business district reveals several self-styled “men of God” who mount powerful speakers and make so much noise in the name of God.

Many residents want city authorities to take action and bring some sanity to the Ashanti regional capital.

  1. Since I spoke with RAWGIST other residents have complained bitterly that their sleep and prayer life are being severely damaged by the high sound levels. This torture normally goes on for 6 or so hours each day. Residents tell me that they have no say in the matter. There is no democracy in it. It is a form of dictatorship.

    I had been told that in Ghana there was freedom of religion. In the area RAWGIST has identified, residents are daily bombarded with one version of religion through the blasting sounds of 4 high masted loud speakers. What of other residents who practice other religions? How do they feel about the incessant indoctrination of a religion that they may not agree with? Surely one should be able to choose what religious message they wish to hear, rather than have it rammed into their ears on a daily basis for hours at end.

    The situation forced upon residents here is very much akin to the situation forced upon the citizens of Nazi Germany by Adolf Hitler. Hitler used high masted loud speakers to great negative psychological advantage to brainwash the German population; to indoctrinate them and to enslave them to his ideas. Why then do the residents of Emena have to listen to religious indoctrination forced upon them where they have no choice to escape from it? Does God need to brainwash people to follow Him? I do not think so.

    From what I understand the man who controls the 4 terrorizing loudspeakers makes money from his broadcasts. This amounts to profiting off the misery of others, and contributing to the degeneration of their health through the impact of high noise levels for excessive regular daily periods.

  2. At just before 5am on Christmas day the noise continued from the Emena loudspeakers. My wife jumped out of bed quite startled. We got to bed very late due to the noise of the other social celebrations during the night of which we make no complaint. They only happen now and again unlike the Emena loudspeakers which blast us for hours and hours each and every day.

    It is hard to imagine that any decent person would start up with high masted publicly located loudspeakers at 5am when people in the community have been up so late. An annoyed taxi driver spoke to the little dictator in charge of the noise and the driver’s gentle and reasonable talk had no affect whatsoever on the master noisemaker. He continued blasting away. Another man my wife and I spoke to was also very annoyed with the noise of the extreme volume of the loudspeakers so early in the morning.

    I am a foreigner and my wife is West African by birth. My wife cannot believe that such disrespect and total lack of consideration for the community could be allowed to continue day after day, week after week, month after month and so on. As a foreigner I am absolutely flabbergasted that such a thing could happen. In most countries of the world such a man as the noise dictator would be arrested and charged by the police.

    I am told that Ghanaians want foreigners to come here to help their country develop. People such as the noise dictator of Emena with his blasting, high masted loudspeakers will only drive well meaning foreigners away but it seems that would be no matter to the Emena dictator so long as he can make money out of the misery of the local community by advertising commercial products and other things while decent people are trying to pray, sleep and relax. Obviously the Emena noise dictator has no compassion or respect for the police, the nurses, the doctors, the taxi drivers and other night workers who are trying to sleep at 5am. .

  3. Very early this morning, 26 December 2014, the Emena noise dictator continues his high volume sound terrorism of the Emena community through his blasting high masted 4 speakers. Again the mind penetrating sounds rape our prayers, home, lives and minds..

    It was reported to me last night that many people in the community are unhappy with our little bellowing Hitler’s noise. I was also advised that a local “committee” member is unhappy about the noise as well as a local chief.

    Wow, so the noise dictator of Emena could be disrupting the natural growth of your child! Hearing loss is very detrimental to a child’s education and life. And, all this so the dictator can run his business, Wow!

    The King James bible says at Hosea 4:6
    My people are destroyed for lack of knowledge: because thou hast rejected knowledge, I will also reject thee, that thou shalt be no priest to me: seeing thou hast forgotten the law of thy God, I will also forget thy children.

    So, Elohim will forget your children and destroy you because you lack knowledge! This is very serious. It is a great shame that the noise dictator of Emena does not read his Bible well. It is indeed an enormous shame that he may well be ruining the lives of people and children in the Emena community.

  6. The Wall Street Journal published an interesting comment about the use of music in wartime Iraq and Afghanistan. I wonder if the noise dictator of Emena thinks he is at war with the Emena community?

    May be the noise dictator of Emena will pack up his bellowing sound system; his four grotesque sounding loudspeakers and the mast upon which they are mounted and head off to a real war. I feel confident that he would make more money as a master noise/audio torturer than he does in Emena.

  7. The noise dictator of Emena has said he needs to broadcast Christian preaching. It seems he get’s paid for it! As a Seventh Day Adventist the Emena noise dictator doesn’t even obey the command of the Bible in regard the Sabbath! See below what biblelife.org says about Christian brainwashing!

  9. Wow, the the plot thickens in the Emena sound torture tragedy . My wife was told that the local chief responsible for Emena matters, lives locally. Several local residents told her this. They told her where his house was. And, the chief’s brother also told her where he lives.

    When my wife went to see this chief to plead with him to stop the daily 6 to 7 hours of noise torture she was told to come back in a few hours. When she came back at the appointed time she was told by the chief’s uncle that the chief did not live there.

    A long time resident assured us that the chief lives in Emena. He has called twice at his house and will continue to do so, so that a meeting can be established between the chief and my wife.

    As for me I have little to no faith in chiefs as many have cost me many thousands of dollars and have failed to act professionally and decently.

    Mmmmmmmm mystery and intrigue surround the noise torture tragedy of Emena. Be sure I will keep you informed of the next exciting installment of this woeful and sorry drama. May be the chief lives where many say, may be he doesn’t? May be the chief brought the noise dictator of Emena into the community and provided him with his office, as others say, may be not? May be Emena matters, may be Emena doesn’t matter at all. May be we all have to continually suffer 6 to 7 hours of noise torture each day for eternity?

    Last night until very late my family struggled to go to sleep as EXCESSIVE LEVELS OF HIGH INTENSITY LOW FREQUENCY SOUND (BASS MUSIC) bellowed into our bedrooms from a local bar. This was not the first time it has happened.

    This morning at 5.30 we were again attacked by the master noise torturer of Emena. What a way to live! What sort of chief allows this to happen to his people? I guess it is the one who lives in Emena but doesn’t live in Emena (It all depends who you talk to).

    I feel so sorry for Ghanaians having to put up with being tortured and made sick by excessive noise. At least my family and I can escape to a country where laws and policing prevent such attacks on human health and well-being. I guess most Ghanaians have no escape! They just have to suffer and may be even become sick or die as a result of the terrible noise and torture.

  11. Aaaaaaaaaahhhhhhh it is now extremely clear why the noise dictator of Emena must maximize his hours of broadcasting his disgusting extremely high levels of sound. HE GETS PAID 10 CEDIS AN HOUR FOR ADVERTISEMENTS AND THE PREACHING. Oh Residents of Emena the master sound torturer of Emena gets paid at the expense of all our misery and suffering. It appears he is a money hungry despot who seems to be earning a living off the misery of others.

    It seems this is not about a community service nor is it about a community information centre. It is about business and making money for the noise dictator of Emena! And, us poor residents of Emena are his oppressed factory and forced labour. Sounds like slavery to me! The noise dictator of Emena gets the money and we get the torture and poor health, may be even death as a result.

    It is because of us residents of Emena who are forced to listen to the blasting sounds that the noise torturer of Emena makes his money! We have no choice. We have no rights. We have no way to stop him. We have no protection. We are forced to listen 6 to 7 hours each day, 7 days per week, week after week, month after month, year after year. We are forced to make him money. We are his money making slaves. And the chief who lives in Emena but doesn’t live in Emena has not stopped it. But why should he stop it? I am told that this chief brought the noise dictator of Emena into the community and gave him his office! Questions need to be asked, investigations need to be undertaken! The guilty need to be prosecuted!

  12. Well it is another day in the decibel hell of Ghana . The noise dictator of Emena and his chief who lives in Emena but doesn’t live in Emena seem intent on blasting the residents once again. Yesterday the chief was as elusive as the day before. I can include the chief as a part of this as no doubt he is aware of the 6 or so hours of noise pollution that goes on in his Emena each and every day. No doubt he could put a stop to the victimization and harassment of the residents if he wanted to. One needs to ask why doesn’t he seem to want to?

    Interestingly though, the yelling through the 4 high masted loudspeakers didn’t start until about 5.45 AM even though the initial broadcasts through the speakers started at about 5.15 AM. And it is all because a man or men can make money out of the misery of others.

    I know about people making money out of the misery of others in Ghana. I have lost a fortune to thieves and con-men in Ghana.

    I awoke at about 4.30 AM wanting to sleep in but the thought that the sound torture would start soon forced me out of bed and to get the house prepared for the screeching sounds. We shut windows and doors, put overhead fans on to help cover the dictators screeching noise, and generally batten down when the cyclone of sound is imminent. What a way to live, wow, so this is Ghana eh?

    When my wife and I first spoke with the noise dictator of Emena we spoke gently and nicely to him on no less than 4 occasions and probably more. We offered to tell him about many things that he probably was not aware of. We were prepared to compromise but all that came to an end as we walked out of his office and he blasted even louder on his concentration camp speakers. I guess that this little dictator is all pumped up with the support of the local chief and the local government. He seems to be a law unto himself.

    It is quite apparent that the sound torturer of Emena has no regard for the good health and well being of the Emena residents. It is quite obvious that he has no regard for knowledge, understanding and compromise. It is quite obvious that he sees the people of Emena as a means to make money and nothing else. It also seems that the Emena chief who lives in Emena but doesn’t live in Emena is either unable or unwilling to protect the residents from the noise and torture dictator of Emena.

    My family and I came to Ghana to help Ghanaians and to live in peace in our home. We didn’t expect that we would be living in hell in Ghana.

  13. Well an interesting morning it was. My wife and I paid a visit to the noise terrorist in his dingy little box and surprised 5 men and a woman with baby about 5.30am. They were sitting around with their bibles open. One young man said they must preach the gospel to the residents early in the morning. My interpretation of that was “we must force the gospel down every one throats no matter if they want it or not. What a distorted, evil and wicked understanding of the bible these people have.

    We then went to the chief’s house, we knocked and a voice was heard inside but no door was opened. It may be that the honourable chief was in hiding, unable to treat a stranger as the bible teaches..

    Oh dear, what a situation, and no one to bring sanity to the daily 6 or so hours of torture of the people of Emena. It seems the woman with the baby had no idea of the injury that may be being caused to the child.

    Well the master torturer didn’t wake me up. I had been woken earlier by the chanting of a local church through their speaker system. This chanting was akin to what was explained in an earlier one of my posts where it is used as a brainwashing technique. To me it quite sounded like a satanic chant of witches!

    Well it is so obvious that the guys in the boom box belonging to the noise dictator of Emena had little regard for their own salvation much less that of the Emena residents. They also had very little knowledge of what they were trying to force down the throats of the residents of Emena

    Poor, poor, poor people of Ghana having to suffer such things. Truly the bible is correct where it says “My people are destroyed through a lack of knowledge” Hosea 4:6.

  14. It’s New Year’s Day in the Decibel Hell of Emena. The noise dictator is again at torturing the local community with his 4 high masted loud speakers blasting out his voice. It seems he turns the volume up whenever he speaks. We were abruptly, rudely and wickedly awakened once again by this disgusting dictator.

    Last night many people would have been awake because of the New Year Celebrations until well after midnight. Many would have wanted to sleep in and have reprieve from the noise torturer of Emena but not so, this wicked little dictator must make his money out of all our misery it seems.

    Six or seven hours a day, seven days a week, week after week, month after month and so it goes on. How long do we have to suffer this torture? How many of us have to have our prayers, health , household and well-being damaged by this disgusting little dictator. On and on for over six hours each and every day we are tortured in Emena?

    Please, please can someone in authority rescue us from this hell that we live in, in Emena?

  17. It is not long after 5.00pm and we have the battle of the Emena noise giants. The local bar is booming out its health destroying high intensity low frequency base level music and the preachers are doing their screeching and yelling from the noise dictator of Emena’s 4 high masted loud speakers.

    Who will win you may ask? I do not know but I tell you that all us residents are the losers. But the real question is will we lose our mental health or will we lose our physical health first? We may well lose both.

    Oh, and where oh where is that elusive chief who lives in Emena but doesn’t live in Emena. No doubt the honourable chief is out dong chiefly things. I guess he ‘s not aware that a high level of noise can be seriously detrimental to the health of the yet to be born child, children and adults. We tried to tell him but he suddenly did not live in Emena it seems, according to his uncle. Oh where oh where is the chief, the protector of his people.

    All this bedlam so the noise dictator of Emena can make his money out of the misery of others. The boom, boom, boom from the bar goes on and the screeching preaching bellows out!

    Both the noise giants booming at once only serve to destroy each others’ purpose. Where is the sense and reason in that? Wouldn’t you hope that thinking people could work together. From personal experience I know the noise torturer of Emena is only interested in his dictatorship. After all, he has clearly said he is protected by the government. He seems not to be interested in the sanity and good health of the residents of Emena. But wait, may be his noise levels have already caused him to lose his sanity.

    No need to guess what the morning will bring before the sun rises. More screeching preaching and more money for the noise torturer of Emena, and more distress for the Emena residents.

  18. The BOOM BOOM BOOM BOOM BOOM BOOM BOOM BOOM of deep bass music is what we went to sleep by last night. We could feel the vibrations in our body. This is exactly the type of sound that was mentioned in my post of 29 December 2014; the High Intensity Low Frequency Bass Music that over time can kill.

    A Scotsman by the name of Bobby Burns once said words to the effect of ….If we only had the gift to see ourselves as others see us.

    Oh people of Ghana I feel so sorry for you having to suffer mental and physical affliction by the myriads of loud speakers around your cities and towns. If only you could know what the noise pollution is really doing to you.

    the natural history of sleep problems and their consequences in order to identify

    co-morbidities such as child behaviour problems, maternal depression and poor family functioning (Peiyoong, Hiscock and Wake, 2003)”.

    Yesterday I pinned a notice to his office front door from where he broadcasts his wicked and health destroying noise. The notice quoted the words of the NewScientist journal and was headed “Noise kills and blights lives in Europe. I will post this notice following this post.

    Even after the notice to his front door the noise torturer of Emena belted out a loud speech from his 4 high masted loud speakers beginning at 5.30 AM this morning. What is this man trying to do? Is it that his intention is to destroy the health and well-being of everyone in Emena, even kill the residents of Emena?

    Aaaah! my family and I do not feel safe with this health destroying dictator in the community. Is there no one out there who can protect us, help us and bring relief to the residents of Emena. Where is the Emena chief in all this? Is he deaf or hiding or what? When I heard today, from a local resident, that the chief was probably making money from the noise I thought it was just a rumour.

    Oh how the desire for money drives some people! Fancy destroying people’s health just to make money. What sort of person would do things that could kill people just for money or to preach the gospel.   27. It seems that the noise dictator of Emena turns his sound down a little from time to time now but when the gospel is preached the sound goes way up again.

    Even when the sound is turned down a little, and that is not very often, it still presents a health risk and great annoyance. People should be allowed to relax and enjoy peace and quiet in their home. Instead the noise torturer of Emena invades homes 6 or so hours each day, every day.   31. What a lovely morning. The Hell of Ghana became the Heaven, the Paradise of Ghana. The electricty was off when I woke and the obnoxious little noise dictator of Emena was silent. I could hear the lovely birds and the gentle sounds of people waking to the day. The sweet sounds of little children could be heard. I love their giggles and sounds of joy. I could open the windows which I normally keep shut tight in the early morning and evening to help reduce the torturous noise dictator’s health destroying decibels. But the shut windows do not reduce the noise much.

    A gentle breeze came through the now open windows, so lovely. Most of all I could pray and think rather than be bombarded by the overwhelming noise that the dictator’s 4 high masted loud speakers roar out. I could hear the sound of God’s Creation instead of hearing one man’s idea of the gospel being forced violently into my ears.

    Normally loudspeakers blast at you from vehicles, shops, high masts and wherever they can be fitted yet people do not realize they are being slowly killed by this and other pollution. Oh people of Ghana what are you doing to yourselves?

    What a wonderful country Ghana could be if only people here could see that they are destroying their beautiful land, their minds and their physical health, their emotional and spiritual well-being BY THEIR OWN HAND!

    In Ghana I notice that people blame the politicians. The politicians are not to blame. Each and every person who lies and steals and cheats and scams and pollutes is to blame. Please Ghanaians stop destroying yourselves and stop destroying your beautiful country.

    Ghanaians start reading your Bible, start reading the first 5 books of the Bible (The 5 books of Moses / Musa) and then progress to the rest of the so called old testament. It is not old it is the very foundation to Christianity. Read the 5 books of Moses, read the Prophets, read the Psalms and so forth and all these will tell you what righteousness is.

    Wouldn’t you think the fellow would want to know and learn his bible before he began disturbing the early morning prayers and sleep of others? But not this tyrant, he has money to make out of the misery and declining health of others!

  55. Well, and so it goes on. Just after noon today my wife and I and wife’s niece went to the little noise dictator’s shed and he was asleep on an old lounge. I decided that I would give him some of his own medicine. With a loud voice I welcomed him to the waking world. Well surprise, surprise the little noise torturer didn’t like it at all. I loudly spoke to him and handed him a paper that spoke about the dangers noise poses to the unborn, babies, infants and children. He threw it on the floor.

    The little noise dictator once again was not interested in knowledge. I guess he didn’t like being woken up. Interesting isn’t it that he gets to sleep in the middle of the day. I wonder how many residents of Emena get to sleep during the day? The noise torturer sleeps though, it doesn’t seem very fair does it?

    As the noise torturer of Emena threw the paper on the floor it seemed almost like he was throwing the kids of Emena on the floor. When you think about it, it seems that is the way he treats the kids, like dirt under his feet. I will post the paper after I post this.

    Suddenly the palace wanted to talk. A palace delegation came to summons me, and guess what ? I was told that the chief actually lived there and wanted to speak with me, although later I discovered he wasn’t there at all. Well, escorted by some palace representatives my wife, wife’s niece and I went to the palace on the understanding that the chief was there and wanted to talk to us. It turned out that the chief wasn’t there. This is the second time that representatives of the palace have lied to us.

    Considering their lack of honesty, decency and respect for the strangers in their midst I thought I would greet those at the palace the same way my wife was originally greeted; with disrespect. Also, every morning my family and I are greeted before dawn, with a blasting voice and with disrespect, all authorized by the palace. Accordingly I greeted the members of the palace in the same way. Guess what? They didn’t like it either. Wow rules for some and rules for others.

    Now things started to get hot and some big fellow who declared he was the chief wanted to talk. Interestingly they wanted to talk now but previously didn’t want to know about us. Well it turns out he wasn’t the chief after all just a big guy with a big ego who thought he could solve the problem by putting his finger in my face and threatening to have me arrested if I went to the dictator’s shed and used a loud voice again. Strange guys these, they do not like to be disturbed by loud voices.

    Again we were told we should move out of the area. So much for the biblical concept of welcoming strangers. Yep, these types always hope the problem will go away. Well here is one white man and two black women who do not want the lives of innocent Ghanaians destroyed by some noisy money making business. We are prepared to stand up for people whose health is being put at great risk unnecessarily.

    We walked away from those at the palace who may well be biblically destroyed because of their lack of knowledge. As we left, the palace crowd threw to the ground the papers we gave them about how noise negatively impacts on the unborn, babies, infants, children and adults. I guess like the noise dictator of Emena they also have no respect for the health and well-being of the residents of Emena, especially children.

    A young girl of may be 10 or so said to my wife this morning that she couldn’t read because every time she tries her head is filled with the noise from the four high masted loud speakers. It is so sad isn’t it?

    During the kafuffle at the palace one man came to us and wanted to know what the problem was. We brought him to our home and explained the situation of how our entire early morning life and that of an evening is raped by the noise dictator’s bellowing four loud speakers. It turned out that he is the chief’s brother and seemingly quite a sensible and decent man. The long and the short of it is that he could see our point and will take the issue to his brother, the chief. My family and I said that we wanted the noise stopped in the morning and that we thought one hour each evening five nights per week would be sufficient for an information service! The chief’s brother said he would return to our house tonight to update us.

  57. To continue from yesterday’s saga. The brother of the chief never came back to us last night to tell us what happened after he spoke with his brother the chief of Emena. The brother assured us that he would be able to speak with the chief yesterday afternoon. Last night’s noise from the four high masted loudspeakers was markedly reduced. This made us hopeful that the chief had taken notice of the great health dangers of noise as related to the unborn, infants, children and adults. But not so it seems.

    This morning the loudspeakers blasted away at us again. They did open up at about 5.15 AM with the volume down a little but it didn’t take long for the distressing bombardment of our health, prayers and well-being to be in full swing.

    I would like to think the chief has not yet read about the very serious dangers associated with noise pollution from the material handed to his brother yesterday. However it is almost certain that he has.

    Oh such a sorry situation it is. Is it true that the chief of Emena couldn’t care less about the health and well-being of the people of Emena? I would like to think not.

    Is it true that the blasting speakers today may be another defiant stand not only against criticism and not only against protecting the health and well being of the people of Emena but also against science its very self.

    Wow how sad all this is but let’s wait and see. I hope the chief is just honouring the pre-booked paid advertising of the so called Information Centre, and that, in a short time the noise pollution and harassment of the Emena population will cease forever!

    No doubt the chief’s brother will let us know what is going on. He said he is a christian so he cannot lie!

    On Monday, the first day of the trial, the El Pais newspaper reported that Bosom told the court she now hates pianos so much she can’t even stand to see them in a film.

    The prosecution claims that years of hearing constant playing has caused Bosom “psychological injury.” Medical reports showed she suffered from a variety of problems, including insomnia, anxiety, panic attacks and gynecological problems.

    Bosom and her family moved in 2007 and she says she has had to take time off work, reportedly due to her problems.

    The prosecutor said tests by local authorities found that the sound levels made by the piano were repeatedly up to 10 decibels higher than the 30-decibel limit laid down for musical instruments in the town. City authorities asked the family several times to either stop the piano playing or soundproof the room.

    The family told the court they carried out soundproofing work twice but the complaints continued, the newspaper reported.

    However, she also noted that some studies have established links to health problems such as sleep disturbances and cardiovascular disease if someone faces a constant noise level of over 40 decibels during the night.

    “The norm is for 30 decibels as a nighttime limit inside a house, but some authorities are widening it to daytime, which is surprising,” said Fernando Simon Yarza, a constitutional law professor at Navarra University.     “Protection against noise and environmental quality is considered a human right,” he told The Associated Press.

During sleep, this space expands by 60 percent, perhaps to more effectively clear away toxins, researchers report this week in Science. “Sleep changes the cellular structure of the brain. It appears to be a completely different state,” lead author Maiken Nedergaard, the co-director of the Center for Translational Neuromedicine at the University of Rochester Medical Center in New York, said in a press release.

    Nedergaard and her colleagues showed that the mouse glymphatic system—which exchanges cleansing cerebrospinal fluid for protein-laden interstitial fluid in the brain—enlarges during sleep or anesthesia, and shrinks during awake periods. As an example of sleep’s cleaning power, the group demonstrated that β-amyloid in the interstitial space disappeared faster while animals were sleeping.

    Sleep researchers say the finding makes sense. It “fits with a long-standing view that sleep is for recovery—that something is paid back or cleaned out,” David Dinges of the University of Pennsylvania told Science Now. “It’s not surprising, our whole physiology is changing during sleep,” Raphaelle Winsky-Sommerer, a lecturer in sleep at Surrey University, told the BBC. “The novelty is the role of the interstitial space, but I think it’s an added piece of the puzzle, not the whole mechanism.”
    Nedergaard told the BBC that the brain has limited resources, and can’t devote energy to both the functions of awake states and house cleaning. “You can think of it like having a house party,” she said. “You can either entertain the guests or clean up the house, but you can’t really do both at the same time.”

    It very much seems that what is happening in Emena and probably throughout much of Ghana is in complete defiance of 26 (2) and 28 (1) (d) of the Constitution of the Republic of Ghana.

    As well, the Emena noise outrage, by forcing residents to hear certain forms of preaching and religious indoctrination in their own home may well be in defiance of 26 (1) . This could be especially so when that preaching and religion is forced into homes when people are sleeping or resting thus at a time when they are susceptible to brainwashing and not brain cleaning as described in the previous post.

  65. I met a polite man who suggested that we should move to another area when our lease expires. He went on to say that it is a tradition of his ancestors to make announcements. My response to this was that yes in that time it was good but they never had loudspeakers and electricity when that tradition began. They never had radios, nor television, nor newspapers. I emphasized that by using the loudspeakers the health and well being of the unborn, children and adults are being damaged. He said he had read the information that I had handed out which spoke of the dangers of noise pollution.

    My question is, why not go back to the old ways of the ancestors and just use the loud voice of a town crier who would move from location to location without the loudspeakers and electricity? You cannot have it both ways. If the ancestor’s ways seem right then follow their ways. I have been advised by a West African, who grew up hearing town criers, that the announcements made by the ancestors did not go on for seven hours per day or wake people up early in the morning. I am all for going back to traditional ways. I cannot imagine that the traditional ways would have polluted Ghana with noise anywhere near the level of noise pollution now.

    Apparently the current information service hasn’t been around for that long. It has been told that it was brought in by the new chief and it was he who brought the noise dictator into the community. It seems now they are building a more permanent abode for the information service and this morning they came to the front of our house and dug dirt from the roadside to place under the floor of the new building.

    If Ghana is to prosper, the health and well-being of its people, especially children must be of paramount priority.

    What a horrible, disgusting and abhorrent attitude it is that anyone would be prepared to put the health and well-being of the unborn, children and adults at risk just to make money. The polite man confirmed that the information service of Emena provides wages to the man who runs it.

    So it seems true that the information service is about making money while contributing to the poor health of the residents. At 10 Cedis per hour one can fully see why the daily hours need to be maximized.

    She said churches and other Christian organisations were doing
    more harm than good to residents around their locations, because they flouted the law on noise pollution with impunity without regard to its negative effects on the people.

    The Regional Director disclosed that noise pollution could cause
    deafness, blood pressure, indigestion, heartburn, ulcers, heart
    disease, mental illness, fatigue, damages in the nervous system,
    increased stress/ irritation, decrease in efficiency at work places,
    sleep interference, decreased academic performance and indirectly
    weakens the edifice of buildings and bridges.

    Mrs. Appiah, who explained noise pollution as “sound that is incoherent and irregular and produces an unpleasant sensation that is unwanted or that interfere with the ability to hear”, was speaking at a regional media encounter in Sunyani, to mark this year’s nationalnoise awareness day.

    The programme, under the theme, “noise, the silent killer-
    protect your hearing, protect your health”, was aimed at soliciting
    the support of the media and other stakeholders like the Police, the
    Ghana Education Service and the National Commission for Civic
    Education to educate the general public, to ensure noise making was
    greatly controlled or moderated in the society.

    Mrs. Appiah stated that noise emanated from various sources;
    notable among them were religious, commercial, entertainment and
    industrial activities, as well as social gatherings (parties and
    funerals).

    She said “noise is big nuisance” and had emerged over the last few years as a big environmental problem that posed an equally big challenge in dealing with and admitted that “no one institution can do it all”.

    The Regional Director noted that the media provided the largest
    platform for the dissemination of information and creation of
    awareness, explaining that it had the advantage of reaching the people in the comfort of their homes, offices, markets and in vehicles, among others.

    Mrs. Appiah said to know the implications of one’s activities and
    make informed decisions; the relevant information should be put out
    appropriately, and appealed to the media, especially the community
    radio stations and information centres in the region, to collaborate
    with the agency to stem the tide of noise pollution.

    She appealed to the Sunyani Municipal Assembly to make its
    proposed noise abatement task force functional so that the requisite
    information could reach every corner of the municipality.

    Mrs. Appiah emphasised that noise pollution was an offence
    punishable by law and therefore urged that all the other assemblies
    should be encouraged to set up similar functional task forces.
    She said it was unlawful for FM radio stations to be hooked unto
    community information centres, saying the trend was making the
    community information centres to deviate from their core mandate of
    educating and informing people in their catchment areas on basic
    issues of national importance.

    During questions and discussion, it was realized that, there were
    inadequate laws and by-laws on noise pollution in the country; hence
    the EPA alone could not provide solutions to the problem.

    Participants called on the agency to initiate a move for policy makers as well as appropriate bodies and organisations, like Parliament and the district assemblies, to come out with adequate legislation and by-laws to deal with the problem.

    EPA sets guidelines for noise-making

    In recent times, the issue of noise pollution has become of serious concern, especially, in built up residential areas and other communities in the country.

    To address the noise levels, ranging from residential and commercial to industrial areas, the Environmental Protection Agency (EPA), the government wing responsible for the prudent management of the environment, has set out guidelines that come with permissible ambient noise for the aforementioned areas.

    The environmental agency puts permissible ambient noise levels in residential 55 decibles (db) during the day and 48 db at night.

    Those at and around educational health facilities was put 55 db during the day and 50 db at night, while the noise level for areas with commercial or light industrial activities was registered 60 db and 55 db during the day and night respectively.

    The new guidelines also permit 65 db noise levels during the day and 60 db during the night for light industrial areas and places of entertainment and public assembly such as churches and mosques.

    Predominant commercial areas, according to the new guidelines, are allowed 70 db during the day and 65 db at night, while the noise level for heavy industrial areas was pegged at70 db during the day and night.

    The new guidelines came to the fore when the Minister of Environment, Science & Technology (MEST), Sherry Ayittey, appeared on the floor of Parliament to answer to a question posed by the Member of Parliament for Offinso North, Augustine Collins Ntim.

    Mr. Ntim asked the Minister, who is a biochemist by profession, on what measures her outfit was putting in place to formulate the necessary laws and regulations on environmental pollution for the country.

    Madam Sherry Ayittey expressed the firm belief that the enforcement of the new guidelines would limit to an appreciable level noise pollution in the country if not totally eliminated and urged all and sundry to comply with the rules.

    Brainwashing in Christian Revivalism in 1735.

    Conversion is a “nice” word for brainwashing…and any study of brainwashing has to begin with a study of Christian revivalism in eighteenth century America. Apparently, Jonathan Edwards accidentally discovered the techniques during a religious crusade in 1735 in Northampton, Massachusetts. By inducing guilt and acute apprehension and by increasing the tension, the “sinners” attending his revival meetings would break down and completely submit. Technically, what Edwards was doing was creating conditions that wipe the brain slate clean so that the mind accepts new programming. The problem was that the new input was negative. He would tell them, “You’re a sinner! You’re destined for hell!”

    As a result, one person committed suicide and another attempted suicide. And the neighbors of the suicidal converts related that they, too, were affected so deeply that, although they had found “eternal salvation,” they were obsessed with a diabolical temptation to end their own lives.

    Once a preacher, cult leader, manipulator or authority figure creates the brain phase to wipe the brain-slate clean, his subjects are wide open. New input, in the form of suggestion, can be substituted for their previous ideas. Because Edwards didn’t turn his message positive until the end of the revival, many accepted the negative suggestions and acted, or desired to act, upon them.

    The Three Brain Phases: The Pavlovian Explanation

    The Christians may have been the first to successfully formulate brainwashing, but we have to look to Pavlov, the Russian scientist, for a technical explanation. In the early 1900s, his work with animals opened the door to further investigations with humans. After the revolution in Russia, Lenin was quick to see the potential of applying Pavlov’s research to his own ends.

    Three distinct and progressive states of transmarginal inhibition were identified by Pavlov. The first is the equivalent phase, in which the brain gives the same response to both strong and weak stimuli. The second is the paradoxical phase, in which the brain responds more actively to weak stimuli than to strong. And the third is the ultra-paradoxical phase, in which conditioned responses and behavior patterns turn from positive to negative or from negative to positive.

    With the progression through each phase, the degree of conversion becomes more effective and complete. The way to achieve conversion are many and varied, but the usual first step in religious or political brainwashing is to work on the emotions of an individual or group until they reach an abnormal level of anger, fear, exitement, or nervous tension.

    The progressive result of this mental condition is to impair judgement and increase suggestibility. The more this condition can be maintained or intensified, the more it compounds. Once catharsis, or the first brain phase, is reached, the complete mental takeover becomes easier. Existing mental programming can be replaced with new patterns of thinking and behavior.

    Other often-used physiological weapons to modify normal brain functions are fasting, radical or high sugar diets, physical discomforts, regulation of breathing, mantra chanting in meditation, the disclosure of awesome mysteries, special lighting and sound effects, programmed response to incense, or intoxicating drugs.

    The same results can be obtained in contemporary psychiatric treatment by electric shock treatments and even by purposely lowering a person’s blood sugar level with insulin injections.

    How Revivalist Preachers Work

    If you’d like to see a revivalist preacher at work, there are probably several in your city. Go to the church or tent early and sit in the rear, about three-quarters of the way back. Most likely repetitive music will be played while the people come in for the service. A repetitive beat, ideally ranging from 45 to 72 beats per minute (a rhythm close to the beat of the human heart), is very hypnotic and can generate an eyes-open altered state of consciousness in a very high percentage of people. And, once you are in an alpha state, you are at least 25 times as suggestible as you would be in full beta consciousness. The music is probably the same for every service, or incorporates the same beat, and many of the people will go into an altered state almost immediately upon entering the sanctuary. Subconsciously, they recall their state of mind from previous services and respond according to the post-hypnotic programming.

    Watch the people waiting for the service to begin. Many will exhibit external signs of trance–body relaxation and slightly dilated eyes. Often, they begin swaying back and forth with their hands in the air while sitting in their chairs. Next, the assistant pastor will probably come out.     The “Voice Roll” Technique

    A “voice roll” is a patterned, paced style used by hypnotists when inducing a trance. It is also used by many lawyers, several of whom are highly trained hypnotists, when they desire to entrench a point firmly in the minds of the jurors. A voice roll can sound as if the speaker were talking to the beat of a metronome or it may sound as though he were emphasizing every word in a monotonous, patterned style. The words will usually be delivered at the rate of 45 to 60 beats per minute, maximizing the hypnotic effect.

    The Build-up Process: Inducing Altered States

    Now the assistant pastor begins the “build-up” process. He induces an altered state of consciousness and/or begins to generate the excitement and the expectations of the audience. Next, a group of young women in “sweet and pure” chiffon dresses might come out to sing a song. Gospel songs are great for building excitement and involvement. In the middle of the song, one of the girls might be “smitten by the spirit” and fall down or react as if possessed by the Holy Spirit. This very effectively increases the intensity in the room. At this point, hypnosis and conversion tactics are being mixed. And the result is the audience’s attention span is now totally focused upon the communication while the environment becomes more exciting or tense.

    Assured Continuation: Fleecing the Flock

    Right about this time, when an eyes-open mass-induced alpha mental state has been achieved, they will usually pass the collection plate or basket. In the background, a 45-beat-per-minute voice roll from the assistant preacher might exhort, “Give to God…Give to God…Give to God….” And the audience does give. God may not get the money, but his already-wealthy representative will.

    Bonding by Fear and Suggestion

    Next, the fire-and-brimstone preacher will come out. He induces fear and increases the tension by talking about “the devil,” “going to hell,” or the forthcoming Armegeddon.

    In the last such rally I attended, the preacher talked about the blood that would soon be running out of every faucet in the land. He was also obsessed with a “bloody axe of God,” which everyone had seen hanging above the pulpit the previous week. I have no doubt that everyone saw it–the power of suggestion given to hundreds of people in hypnosis assures that at least 10 to 25 percent would see whatever he suggested they see.

    The Path to Quiet: Don’t Just Say “No” to Noise, Say “Yes” to Quiet

    Noise is commonly defined as “unwanted sound.” We have known for a long time that noise is harmful to one’s hearing, health and the quality of life. In fact, as far back as 1930, the Noise Abatement Commission of New York City reported the following effects of noise on humans:

    Hearing is apt to be impaired in those exposed to constant loud noises.
    Noise interferes seriously with the efficiency of the worker. It lessens attention and makes concentration upon any task difficult.

    In the attempt to overcome the effect of noise, great strain is put upon the nervous system, leading to neurasthenic and psychasthenic states, and necessitating frequent recuperation in the country to maintain mental efficiency and alertness.
    Noise interferes seriously with sleep, even though in some cases it appears that the system is able to adjust itself so that wakefulness does not result.

    It is well established that, in addition to these other evil effects, the normal development of infants and young children is seriously interfered with by constant loud noises. (Brown, 1930).

    Some forty years later, Dr. William H. Stewart, former U.S. Surgeon General stated: “Calling noise a nuisance is like calling smog an inconvenience. Noise must be considered a hazard to the health of people everywhere. When considering the impact of noise on health, in his keynote address to the 1968 Conference on “Noise as a Public Health Hazard” Dr. Stewart added: “Must we wait until we prove every link in the chain of observation?… In protecting health, absolute proof comes late. To wait for it is to invite disaster or to prolong suffering unnecessarily.” In 1972, the Noise Control Act was passed and Congress declared: “…it is the policy of the United States to promote an environment for all Americans free from noise that jeopardizes their health and welfare.”

    We know that noise hurts – our hearing, our health and our quality of life. The message of the Noise Center of the Center for Hearing and Communication has been clear – turn down the volume, limit exposure to noise, and wear hearing protection to protect yourself from this pervasive pollutant. In other words, just say “no” to noise.

    Yet our soundscape grows noisier every day. Even thirty years ago, one scholar found that background noise was increasing nationwide at the rate of one decibel a year (on the A- weighted scale)1 and more recently, a study by the Center for Hearing and Communication found that the numbers of people failing hearing screenings has increased steadily over the last twenty years.

    Perhaps then, it is not enough to tell people that noise hurts. We must also look at what we gain when noise is not present – the intrinsic benefits of quiet. When quiet is defined, it is associated with words such as calm, tranquility, gentleness, easygoing, unobtrusive. Quiet is central to meditation, which has been shown to improve health and overall well-being. The phrase “peace and quiet” is often used to reflect what so many of us seek after a hectic day at home or at work and suggests that one cannot have peace without quiet. When noise is limited, we not only reduce the negative effects associated with noise, but add the richness of quiet to our lives.

    In each article in this issue of Hearing Rehabilitation Quarterly, the authors clearly illustrate the impact of noise on our lives. Kathy Peck discusses the loudness level in nightclubs in her article, Dancing Till Deaf; Dr. Arline Bronzaft describes the harmful effects of aircraft noise to our communities and especially to our children in Aircraft Noise: The Ailment and the Treatment; and Dr Peggy Nelson looks at the effects of a noisy classroom on children’s learning in The Campaign for Improved Acoustics in Schools. Finally, Elliot Berger offers suggestions to protect our hearing from excessive noise in Hearing Protection -Sunglasses for the Ears.

    Whether it is at home, at work or in recreational activities, continued exposure to noise presents a serious hazard. Imagine instead, that in each situation presented in these articles, quiet existed. Consider how the lives of those described would be different. Imagine your own life with periods of quiet built into each day. Take for example, a home at around 5 p.m. The television is on, perhaps the stereo is blaring upstairs, then the phone rings, one child pulls at your leg, another screams about a sibling knocking down a carefully designed block construction, all while you are trying to make dinner and help with the homework. Now, imagine the same home without the background noise. Turn off the television, turn down the volume on the stereo and lower the voices. Theodore Wachs (1993)studied the level of “noise confusion” in the home and its impact on early childhood development. Wachs concluded that high levels of noise, crowding and traffic patterns in the home were associated with lower caregiver attentiveness and responsibility. Noise, it seems, can affect the temperament and social interactions of children. Just like adults, children need quiet time at home, to create, learn, relax and just “be”.

    Since its inception in 1996, International Noise Awareness Day (INAD) has highlighted the importance of quiet in our lives by urging participants to observe the “Quiet Diet” with one minute of no noise from 2:15 – 2:16 p.m., regardless of location.

    International Noise Awareness Day has grown to include participants in every state in the United States, as well as groups in 43 countries on every continent around the world. The goal remains the same – to educate the public about the harmful effects of noise on hearing, health and the quality of life. It is not enough to “just say no to noise,” we must also “say yes to quiet.”

    We encourage participants of INAD to make time for quiet in their lives every day and urge individuals to transform noise awareness into a quiet reality for the new millennium.

    “It’s a potent stressor,” explains Hugh W. Davies, Ph.D., an environmental health professor at the University of British Columbia. Davies says loud, continual noise………………..triggers your body’s fight-or-flight responses. And after years of exposure, that heightened state of arousal takes a toll on your heart: Risk of death from coronary heart disease jumped 49 percent among people who lived in the noisiest parts of Vancouver, compared to those in the quietest, Davies’ research shows.

    His advice: You want your bedroom to be as silent as possible, especially at night when your body needs to relax. Turn off the TV, sleep in the quietest room, and move your bed away from any windows, he recommends. Your goal is 40 decibels (dB) or lower—roughly the amount of sound in a quiet library setting.

    The Lagos State Government has shut down the Lord’s Chosen Charismatic Ministry and six other churches in Lagos, Southwest Nigeria over noise pollution.

    Officials of the Lagos State Environmental Protection Agency, LASEPA stormed a branch of the Lord’s Chosen Church at 25 Omobola Street, Lawanson, Surulere area at the weekend and shut it down.

    Other affected churches are Bible Church, FESTAC; The Chapter of Christ Church, Oregun, Ikeja; Assemblies of God Church, Ikeja; The Golden Gate Church, Ifako-Ijaiye and Seek and Save Ministry, Abule Egba.

    The closure of the churches is coming after pre-sanction notices were given to the churches to abate the noise pollution emanating from their worship centres.

    General Manager, LASEPA, Engr. Rasheed Shabi said the closure of the churches became imperative after several abatement notices issued to them were disregarded.

    According to him, some of the churches even rebuffed meetings called by the agency on how to resolve the issue.

    “The agency’s stance is clear on issue of noise pollution level permitted. This has been communicated to all worship centres in the state.

    “The level of noise pollution allowed in the state is between 55 decibel during the day and 42 to 45 decibel at night,” he said.

    Shabi said the state government was determined to reduce noise pollution in the state because of the anomalies and diseases related to it.

  88. On Friday 16 January my wife and I handed the Environmental Protection Agency of Ghana a formal written complaint against the noise dictator of Emena. The complaint was detailed and of 15 pages. It explained how the dictator of Emena defied the supreme law of Ghana; The Constitution of The Republic of Ghana, in 5 ways.

    The (EPA) office was pleasant. We were led to a large room where several young men and women were sitting. As we waited it took some time for a young man to rule up two new pages in what seemed to be a complaints log. Eventually we spoke about our complaint and another man suggested we should have gone to the KMA. He laboured long and hard making this point. My wife and I stood our ground and said that we believed the EPA was the right place for us to complain to. The man continued to tell us we should have gone to the KMA. We told him that we had sent a complaint to the official email address on the official KMA website but it bounced back at us with the message: “No such user here”. The man continued to tell us to go to the KMA. We persisted and solidly made our point that it was an EPA matter as well as a KMA matter. My wife and I clearly made the point over and over again that noise is dangerous for the unborn, for children and adults and that noise kills. Several around the table said they were aware of such things.

    Eventually another man entered who introduced himself as Joseph. He said he was a Christian. He spoke very nicely to us and said he would assist us. He told us there was a way that the noise in Emena could be closed down within a week. He said that he would send two of his people to our home at 5.30 AM on Monday 19 January 2015 to take sound level measurements. He then said that if our complaint was verified by the two officers then we would receive a letter to give to the KMA so they could close the noise maker down. He told us that it was against an information centre licence to have high masted speakers and that they were not allowed paid advertising.

    As we were about to leave we asked for a contact number and name at the EPA who we could phone if we needed to. We were given the number of Dr Francis Nyagbenu. We were told the Dr would be the person responsible for handling the complaint.

    Wow this was great. Joseph seemed to have it all worked out and was so helpful. He said the two officers who would come on Monday would phone us as they neared our house. Joseph assured us that they would come and measure the sound first before speaking to the noise dictator of Emena. He agreed that the noise maker should not be warned prior to the EPA recording the sound levels in our house, otherwise the volume would be reduced considerably. Joseph ended the conversation by saying he would try to come to our home at 5.30 AM on Saturday 17 January to do the investigation himself. We left the EPA overjoyed.

    Saturday morning came and we were woken by the noise dictator of Emena and we prepared for the arrival of Joseph but alas no phone call and no Joseph arrived. We guessed that he was unable to make it so we looked forward to Monday when the two officers would come. Alas again no phone call no officers came.

    About 10 AM on Monday 19 January 2015 I phoned the EPA and asked for Joseph. I was told that no person by that name worked there. I asked for Dr Nyagbenu. He was very polite and explained that no one would come to our home but instead they would first go to the noise maker and have “interaction” with him to ask him to turn the volume down. I suggested that the EPA should measure the sound levels before they had the “interaction” but the Dr said they would not be taking sound levels. The Dr said the EPA would visit the noise maker today, Monday 19 January 2015.

    The Dr said no one from the EPA would ever come to our home on a Saturday or at 5.30 AM as they did not work on Saturdays nor did they work before 8.30AM. He said the way they dealt with this type of issue was with regard to the long term.

    I guess I can understand the “long term”. Deadly noise pollution in Ghana certainly goes on and on and on for the long term.

    Well, well so the noise blasting continues tonight in the noise hell of Emena. The blasting continues, and the destruction of health continues, I guess for the long term.

  89. It is now before dawn on 23 January 2015 and the noise pollution continues with no let up or change. I wonder where the ENVIRONMENTAL PROTECTION AGENCY IS. I GUESS THEY MAY DO SOMETHING IN THE LONG TERM. MAYBE THEY WILL ATTEND MORE CONFERENCES OR JUST PARTY ON IN THEIR OFFICE UNDER THE FANS, LONG TERM I MEAN!

  90. There has been much talk in the media and by representatives of the EPA about noise pollution. Some of that talk has been about making new laws, strengthening existing laws and so on. The EPA itself has clearly declared that noise is very harmful to human health.

    I am surely and quickly coming to the view that Ghana does not need new laws or the strengthening of existing laws because the Supreme Law of Ghana; The Constitution of The Republic of Ghana well prohibits noise pollution as it affects the health and well-being of people in Ghana.

    If the EPA approach and attitude toward noise pollution is synonymous with the approach and attitude of others in Ghana then indeed it is not about laws. It is about the will and determination to make change quickly to protect the health of the people of Ghana.

    Some will declare that it is about lack of funds. From my experience with the EPA thus far I saw enough people sitting around doing little to be convinced that those people would better serve Ghanaians if they got out of their comfy chairs and got into the streets, effectively getting back to core goals and objectives and making a real and positive difference in a practical and fundamental sense. I know what I am talking about. I spent many years of my life turning dysfunctional organisations into productive ones that made a positive difference in society.

  92. It is my view the EPA has proved itself over time to be ineffective and impotent and needs to be largely disbanded. If anyone doubts this they only have to look around at the environment in Ghana.

    Organisations like the EPA usually devolve into money sucking machines that do little more than pat each other on the back at conferences rather than focus on the practical end of its core business.

    Surely the EPA must have Key Performance Indicators (KPIs) set before it? Surely someone in authority must audit and/or monitor those for the EPA to continue to receive its funding? Surely each EPA staff position must have to meet Position KPIs to keep their jobs?
